Lapis is probably the strongest gem we've seen. We haven't really seen the power levels of the Diamonds, but presumably they would be stronger. But perhaps there isn't water on Homeworld, so Lapis was never able to use her full potential until she came to Earth. But, assuming the Diamonds are the most powerful gems in the universe, who would be the most powerful Diamond?
